Turn signal deactivator magnet

Probably another silly question, but is the attached the turn signal deactivator magnet?

If so, I would think it mounts someone on the steering shaft, likely where the turn signal could recognize the signal. I got my steer wheel all mounted (hopefully properly) but couldn't figure out where to attach this to the shaft. Any wisdom?

It's not a magnet. When you turn on your turn signal, a little white tab pops out of the switch. When you straighten your wheel out, the tab on the turn signal cancel device hits the white tab on your turn signal switch and cancels it.

It's basically a collar that you slip over your steering shaft right between your steering wheel and the bearing housing. From my understanding, the tab on the turn signal cancel device needs to be centered over the spot where the white tab pops out on the switch. About the 9 o'clock position.
