Are rear inner tie rods supposed to be exposed?

Just wondering if the kit provided inner tie rods that screw into the toe link rack should be exposed to weather (see picture) ?
Normally they would be in the bellows boots.

I got two of these. I thought they were replacements for the outers. They do not slide on with enlarging the hole.

Looks like you got it handled, but for others in the same spot - after I got the cap on the tie rod it'll catch on the inset shown above. I used a little pick and stuck into the cap mouth where it was catching and pried up and around to get it over the ridge. The cap itself is flexible without hot water so no real risk of tearing it from what I saw.
