V1 Engine doesn't stop when you turn off the key.

My issue is that it take 3 second for the engine to die after i shut off the key?

It's from feedback coming from your heat exchanger fan, you need to wire a diode into the power wire so that it doesn't backfeed and keep the ignition circuit powered up.
I've got a few extra diodes, message me your address and I'll mail you some.

Yes, ditto to what Chad just said. The fuel pump windings could be shorted out.
