Is there any possibility of a goblin passing emissions? I'm in georgia in a county that requires it. Unless someone knows a trick of getting around it. Without a catalytic converter it would not pass, right?

That's going to depend on the exact requirements for your emissions inspection. I don't see a strict list on what I would guess is your state's relevant website, but they do mention an OBD scan and a visual for a cat, so no, without a cat, you're not likely to pass, especially considering how visible a Goblin's exhaust is. To pass an OBD scan on a completely stock computer, you will need to add a cat, a post-cat O2 sensor, and to add the EVAP system back in. There are additional complications related to achieving a check-engine-light-free status due to removed systems (like air conditioning) which create further considerations in achieving compliance. As one of the very few people trying to pass emissions, I have installed the components to pass but have not been successful yet. As I have a NA build and not planning on any tuning, I installed the EVAP canister and had DF weld up a catted exhaust for me. I welded up a bracket prior to powdercoat and placed the EVAP next to the gas tank. this does require that you use a harness rather than stock seat belts. I also used all the stock plumbing to fit to the engine and tank. I kept all the wiring from the donor and looped it with the fuel pump wiring.

This allows for the Cat monitor check. Now the sticky part of the yet is the CAT size and the readiness monitoring to happen. While trying to get the monitors to work which is what the OBD2 check is for, the EVAP and CAT would never test. Found out that you need higher ambient temps to check +60F. When I got my inspection, I got just the safety without the emission tests and the state accepted it....this time at least. Over time the CAT has run the readiness checks...and failed, throwing the P0420 code. I think it happens to be for 2 reasons. 1, is that the high flow cat is sized too small as I have a California emission car which requires a higher level of compliance so a federal high flow cat most likely will not be enough. 2, As the outside temp increases, the Cat performance seems to increase, so I might be able to pass in the heat of summer as our exhaust is so exposed and air currents might prevent efficient performance.

Another "yet" is I think the cat has to pass before the EVAP monitor will check and it has yet to do so. In Texas, you can have 1 monitor not checked or ready, but you cannot have any emission DTC codes, like a failed cat. You should be able to have A/C pressure or LAN codes and pass emissions as they do not trip the engine light.

At the end of the day, I still have the California cat to add if I want to go that route but as of yet, I don't know if my efforts will get the result I am looking for.

Thx, thats good info. So the odb is giving you errors, so that would fail the emmisons test, but have you had the test run anyway to see if the it would pass if the odb errors were not there? I think you said you did,just making sure i understand. So if i go this route i should get a bigger cat, and wait till july/aug to test when its hot?

I am using a bluetooth OBD scanner to check emission readiness monitors as well as datalog sensors:


From the phone app, I can check O2 sensor voltage output to see cat efficiency as well as see if the computer is "Ready" for the emission check by the inspection station. From what I understand of Texas emissions is that you can have one system "not ready" but you cannot have a failed test. Coincidently while driving yesterday in 85F weather, the Cat monitor checked the cat efficiency and failed with the DTC P0420. Again, I have a California LEV II compliant computer and may be wanting better than a Fed compliant high flow cat can provide.

I have not gone to the inspection station to have them run the emission test as I can see with the scanner that I would not. I did have them do the visual safety inspection only while I was applying for my registration and title.

We will see what happens next year for renewals as mine is up in January.
