Installation of the pump doesn’t seem require bending of the arm but if you wanted to correct the detection of the fuel level, you would have to straighten out the arm to shorten the full arc movement of the arm and if I remember correctly, even the short baffle is in the way if the arm was bent more straight.
When the tank is physically full of fuel, it causes the float and arm to move above the or beyond its normal limit when full. So the level in the tank has to drop a couple of inches before it starts to read anything less than full.
