You are better off checking with DF, rather than assuming.
Back when I got my frame, the base engine goblin got 2 rotors, and the LSJ/LNF goblins got 4 rotors, none of them were redrilled for 114.3 x 5 unless you bought that option in addition.

Base donors with 4 lug wheels and rear drum brakes came with redrilled rotors (4×100mm PCD) for use at the front of the Goblin. The donor front brakes were intended for use on the rear of the Goblin unless the parking brake kit was also ordered (the Solstice/Sky rotors are also redrilled for 4×100mm PCD applications). Things may have changed since I placed my order though, because my first parking brake plan was to use tiny mechanical spot calipers.
