Transmission mount

This is the front transmission mount. I think this is the correct center bolt that I removed from the donor. Two questions. Is it the correct bolt (it does fit)? And why is the hole in the center of the mount so much bigger than the bolt? Is there a bushing or some other part missing? OK, it was three questions.
