Should my tunnel cover have holes for the parking brake. I ordered the parking brake kit but can not see how they mount to the tunnel

Is the tunnel cover supposed to be flush with the firewall sheet metal? Mine doesn’t appear to be. Any pics would be helpful.

I don't think it much matters. I cut the front off of my tunnel because my harness isn't shaped quite right and I couldn't get it the whole way forward.
