Does this belong on the intake manifold or the turbo pipe between the IC and butterfly?

It looks like people are moving it and the pipe will hold it but what do I do about where it used to be and why are we moving it?

Can i ask where you got your turbo tubing/ charge pipes? my kit didn't have them listed and i certainly do not have any of the MAF/MAP pieces. i may borrow your picture to update my build log and ask for help there too.
