I sent out my chassis, subframe, front control arms, and tunnel cap in color and all the sheet metal (tank, floor, bulkhead, firewall) and the floor support strap in black. I DIY powder coated my uprights, steering arms, horn bracket, radiator hose loop, EPS motor mount, column drop/tube/etc, and rear coilover mounts/spacers.

I did the OP list and all this except the floor/firewall. Basically anything steel went to powdercoat. Also the front hub steel L brackets.

I did the steering column parts and also the floor / firewall. The extra charge to do them was minimal compared to my time painting them.

You might also want to consider the front brake calipers. You may have to disassemble and reassemble but they will never be this clean and easy now.

After all, you don't want to pull a Russel :p

I had my standard seat brackets powder coated, but had to order the shorter seat brackets. I didn't want to wait for powder coating on those so I painted them. Even though you won't see the seat brackets, I wish I had the second set powder coated because it is so much more durable than spray paint. Bed liner is probably another more durable option but for the nominal additional cost to have them done when getting the frame done it's a no-brainer.

Seeing how easily the spray paint gets messed up, I'm glad I went with the flat black powder on my floors, firewall, and bulkhead. I've dropped so many tools and parts on my floor pieces and they look fine.

I did the list above plus my coolant/option B tank mounts, valve cover, and my IC piping.

If the parts in the plastic bag have two long hooked threaded rods and a piece of angle steel, then yeah, that's probably the battery hold down. The shiny piece below it in the first picture is the hood mount that's riveted to the bottom of the fiberglass hood, and the dzus fasteners attach it to the bottom of the radiator mount. Confirmed the long piece in the second pic is the floor strap.
