Permanent just means that it won’t clear with a battery disconnect or scan tool. It has to see that the problem has been resolved by self testing and then it will clear. It sometimes has to go through several drive cycles to clear them. The bigger problem is that it is current. Have you cleared it to see if the current/pending goes away?
About all the service manual offers is to check for low voltage at all of the power circuits to the ECM, both the positive and negative connections. Other than that it indicates a bad ECM.
