For me, it's for both looks and performance.

The stock 18's, especially the skinny 215 wide tires, look like bicycle tires on the goblin. I think the look of a meatier 255 wide tire or so, especially with a shorter tire, looks better.

2nd, unsprung weight is less for a small diameter tire. And since we don't have huge brakes to clear, maximum performance will be achieved by the smallest diameter (lightest) wheel and tire combo tire.

Rubber selection is really limited for 15 and 16" wheels though. 17's are about the smallest tire possible while still having a good selection of tires to choose from.

Lighter wheel/tire combo, but of course you could continue to go even smaller.

I swapped to 17" wheels but am keeping the same overall aspect ratio (mine will be mostly street use). I did this because finding good tires in 18" was both hard and more expensive. I can get half used pull-off from a race shop locally for about $100 a set. Now if it was a race only vehicle I'd look at 16's or 15's if those would fit.

OEM Cobalt SS tires, at least my 2007 SS/SC, are 215/45-18 with +42mm offset wheels and no factory spacers.

I went with 245/45-17 tires on +38mm offset wheels with 25mm (1 inch) spacers. If you plug those numbers into that linked tool, you'll see my inner sidewalls get bumped out about half an inch, the outer sidewalls a little more, but the diameters are dead-on the same. I love that tool.

I know this is getting a little outside of the topic, but it's really helpful for people considering stepping down to 17's or lower from SS 18's.
