Ok what should I be looking for here? Yes the key is on. As soon as the battery is connected, the dash lights come on. Throttle plate does not cycle clutch in turn key BCM has clicking noise. but, no crank. the passkey shows "lockout" I tried to relearn the key, lockout light never turns off after 10 minutes.

More info on status of build would help.

search on here for the word “aeswave” will return a link I’ve posted to an explanation of how the high speed network works and some basic test. First step to test will be the resistance test in the link.

Did it ever work before? What happened that it stopped? How did you relearn the key?
This is the first time the wiring harness has been in the car. The Cobalt ran fine , it had a code for a misfire on cylinder 1 , i found the coil was bad , and replaced it.2009 LT 2.2L normally aspirated, 5 speed F23 transmission. I tried relearning the key , by turning the key to the on position, waited 10 minutes and the lockout light never turned off .

Hmm. I would first check if all the plugs are seated correctly. Is anything from the BCM working? I want to say the BCM controlls the lights. Are they working? If yes theBCM seems to be on. If no check the power supply of the BCM.

If all is OK, I would check the can bus going to the vcm and Obd 2 plug.
I base my assumption on the communication error of your picture. I guess that means somehow the BCM can't be reached. Either no power or no can, I would think.

Since this is a first start, do the resistance test first. This will confirm the high speed wires are all connected.
Where am I to be checking resistance to - or from ? All plugs are latched completely ,,, My only question on my wiring was my tan and tan and black wires from my BCM to the ECM ,,,,,but that seemed to be the continuation of the path.............

You’ll have to loop the high speed circuits together with jumper wires
Depends on what he means by the "Power" not being hooked up. Is this the X1 connector or the X2 connector. I think it will still pass data without the X1 power being connected as long as X2 is connected. If X2 is disconnected, it will need to be jumped. The Resistance test I keep bringing up will answer a lot of these questions.

The power steering, OBDII port, BCM, and ECU all need to be plugged in and properly grounded for the system to work. The 120Ohm resisters are in the power steering and the ECU.
