Again, without something to go with this, it's not of much use since they obviously are looking for yes answers on some and no on others. For example, I would say they are looking for NO, NO and YES under "Tires/Wheels" section.

13" ROUND steering Wheel
DOT AS1 Windshield / with the D.O.T. AS1 etching on it
Head lights and Tail lights with D.O.T. markings on them
Fenders over all tires , not extending over the tire tread
Front , yes I said front sway bar
Collapsible steering column
Brake light indicator
front and rear side marker lights including reflectors
Battery, Isolated from passenger compartment
Defroster <-- just a battery operated defroster
Electric windshield wiper with a park feature with operating washer fluid
front and rear bumpers 12" to 20" from the ground
engine covered so there is no way the engine can be touched
no holes in the floor

So how are you going to cover the engine so it can't be touched?

Where is ACME sourcing their windshields? And can you make one of those work.

I sort of get the feeling that this inspector is harder on vehicles he doesn't sale.

I spent a couple thousand dollars fighting Colorado to get mine legal and they agreed 14 months after I used Montana. Now they are currently denying a follow DF Goblin owner in Denver. Hate these people.

That list is a little confusing to me. It doesn't have pass/fail requirements laid out.
Nope. You try to follow the list. Then when the PenDOT inspector gets a hold of the photos he questions everything. One of the PA Goblins went round and round with an inspector over if his front fenders were far enough forward.

I'm sorry, but not surprised, you are dealing with this brother. I recommend you take the Montana route and join one of the last free states in the west and get your car on the road. Once it's a registered vehicle, you may have other options.
