Power Steering Issue

Playing with my Power Steering issue and need some guidance? I have 12v to the bottom black connector but do not to the top blue plug. Are both these supposed to have power?

One goes to the steering assistance motor, so that one only gets power when you pull on the steering wheel when the key is on.

The later models ground those wires based upon turning direction.
