It is an access hole to the water pump sprocket. Not sure why you would need access to just the sprocket... maybe you can change the water pump without removing the whole side of the engine?

To change the water pump on the car you have to hold the sprocket so the chain does not move and such. Theres a special tool for that.

Perhaps to help someone in the future this is a replacement hose for Intercooler up to engine port. If I had known how hard it was going to be to find a replacement I would have not cut the original one out.
